Ready-to-Cook means that the food or a material in the food must be brought to a temperature sufficient to kill any pathogenic microorganisms before it is safe to consume. For example, gravy pouches that you add to boiling water to create gravy. Those packets often contain raw wheat flour which can contain E. coli and must be heated thoroughly before consumption.
